ABSTRACT
In each country the energy policy is aimed at securing current ? and future energy demand. The reason is that the energy is one of the main factor of development. Therefore, in all countries, in particular in the developed ones, the energy policy for the very near future is brought up to dates and the energy demand is determined according to current situation in the world. With the introduction of the economical and political transformation process in Poland in 1990, there have been conducted some verifications of energy forecasts and elaborated the assumptions for energy policy. The results of those tasks, especially the forecasts of energy demand, have already become out-of-date and those documents should be urgently updated. Conditions of the Polish energy policy are underlined in this paper. Some of them have been immanent, the others have become in consequences of a new geopolitical situation in Europe and of Poland's efforts targeted at joining the EU. Apart from the above-mentioned conditions, the energy policy must contain some proposals of a solution of a series of dilemmas caused by both internal situation in Poland and international factors; alternative solutions should be regarded as well. An important condition is the fact that the Polish energy sector has not been so far restructured, as a fuel and power complex, among others, due to a strong resistance of trade unions. The łąck of a coherent and complex governmental restructuring program for all power sector, incl. coal mines, has been also of significance. There are programmes regarding respective energy sectors, however their performance is delayed. Thus, this transient structure of the power sector must be regarded in the energy policy for future. Another problem conditioning the development of the energy sector is its present coal share. The coal share in the Polish primary energy structure is 72% (tab. l). The main reason, among others, is the structure of resources of power raw materials, in which the coal share is 98% (tab. 7). That situation causes another condition, this is to say high environmental pollution (tab. 3, 4, 5). Therefore, in future the energy sector must reduce emissions of pollutants and have adopted it to international standards. Partial substitution of coal by natural gaś will be the target of this task. Yet another of the energy policy is the necessity of reducing the energy consuming of the GDP, which is significantly higher than in West European countries. In relation to West European countries there is also a delay i n the use and utilisation of renowable energy sources, whose significant resources have not been seriously considered so far. Such dilemmas like: future optimum structural model of the energy sector, this is to say the coal and natural gas shares, therein, a possibility of getting independent from gas supplies from Russia targeted at the national security, the way of acceleration of the energy sector ecologisation, a real and economical range of utilisation of renewable energy, investing shares in new energy sources, their economical utilisation, the range and pace of privatisation of that sector, finally the level of capital concentration in it, should be solved. Ali the said aspects ought to be examined bearing in mind Poland's efforts aimed at joining the EU.

Uwarunkowania i dylematy polskiej polityki energetycznej

Celem polityki energetycznej w każdym kraju jest określenie działań dla zabezpieczenia bieżących i przewidywanych w przyszłości potrzeb energetycznych, a to dlatego, że energia jest Jednym z podstawowych czynników rozwoju. Z tego powodu kraje świata, szczególnie te uprzemysłowione, analizują swoją politykę energetyczną oraz określają swoje potrzeby energetyczne na określoną przyszłość w nawiązaniu do sytuacji w świecie. Z rozpoczęciem w Polsce transformacji gospodarczej i politycznej w 1990 r. przeprowadzono weryfikacje prognoz energetycznych i opracowano założenia polityki energetycznej. Wyniki tych prac, a szczególnie prognozy potrzeb energetycznych, już się zdezaktualizowały i obecnie istnieje pilna potrzeba ponownego opracowania tych dokumentów. W pracy zwrócono uwagę na uwarunkowania polskiej polityki energetycznej. Niektóre z nich istnieją od lat, inne pojawiły się jako rezultat nowego geopolitycznego porządku w Europie i starań Polski o wejście do Unii Europejskiej. Obok uwarunkowań, w polityce energetycznej muszą się znaleźć propozycje rozwiązania - być może nawet alternatywnego - szeregu dylematów, które wynikają zarówno z sytuacji wewnętrznej kraju, jak i z warunków międzynarodowych. Ważnym uwarunkowaniem jest to, że energetyka polska jako kompleks paliwowo-energetyczny nie została dotychczas zrestrukturyzowana między innymi ze względu na silny sprzeciw związków zawodowych. Nie bez znaczenia był brak spójnego kompleksowego programu za strony rządu na restrukturyzację całej energetyki łącznie z kopalniami węgla. Istnieją programy dotyczące poszczególnych sektorów energetyki, ale i one są realizowane z opóźnieniem. Dlatego też ten przejściowy stan strukturalny energetyki musi być uwzględniony w polityce energetycznej na przyszłe lata. Innym problemem warunkującym rozwój energetyki jest jej obecna węglowa struktura. W strukturze energii pierwotnej w Polsce udział węgla wynosi 72% (tab. l). Wynika to między innymi ze struktury zasobów surowców energetycznych, w których na węgiel przypada 98% (tab. 7). Sytuacja ta rodzi następne uwarunkowanie, a mianowicie duże zanieczyszczenie środowiska przez energetykę łącznie z górnictwem węgla (tab. 3. 4, 5). Dlatego w przyszłości energetyka musi koniecznie zmniejszyć emisję szkodliwych substancji i dostosować ją do wymogów konwencji międzynarodowych. Zastąpienie części węgla gazem ziemnym jest celowym rozwiązaniem tego problemu. Innym uwarunkowaniem polityki energetycznej jest konieczność zmniejszenia energochłonności PKB, która w Polsce jest wyraźnie wyższa niż w krajach zachodnich (tab. 6). Rozwiązania wymaga również problem opóźnienia w stosunku do państw zachodnich pozyskiwania i wykorzystania energii odnawialnej, której zasoby są znaczne, a której dotychczas nie brano poważnie pod uwagę. Rozstrzygnięcia w polityce energetycznej wymagają też takie dylematy, jak: przyszły optymalny model struktury energetyki, a więc problem udziału w niej węgla i gazu, uniezależnienie się od dostaw gazu z Rosji w aspekcie bezpieczeństwa dostaw, sposoby przyspieszenia ekologizacji energetyki, realny i ekonomiczny zakres wykorzystania energii odnawialnej, proporcje inwestowania w nowe źródła energii i w oszczędność jej zużycia, zakres i tempo prywatyzacji w energetyce oraz stopień koncentracji kapitałowej w energetyce. Wszystkie te zagadnienia muszą być rozpatrzone w aspekcie starań Polski o przyjęcie do Unii Europejskiej.
