ABSTRACT
Very important document of the Commission Europe entitled “Communication of Commission to the European Parlianent (...)” COM(2011)109 final declares, that energy efficiency is at the heart of the EU’s Europe strategy for smart, sustainable and inclusive growth and of the transition to a resource efficient economy. Energy efficiency is one of the most cost effective ways to enhance security of energy supply and to reduce emissions of greenhouse gases and other polutants. The Commission has developed comprehensive plan of a New Energy Efficiency taking into account another document on the road map to the year of the 2050. In general the financial incentives and government policies are the main drivers for low carbon technologies uptake. This set of 12 papers published in October 2011 edition of the IAEE periodical “The Energy Journal” show that end-use technologies are important for near time reduction energy demand and CO2 emissions. Authors used a hybrid Energy-Economy-Environment (3E) models to simulate the impact of the end-use energy efficiency standards and an economy-wide carbon tax on green-house gases (GHG) emission and energy consumption. Results indicate that policies must target all abatement opportunities in order to achieve deep GHG emission reduction in a cost effective manner.

Zbiór 12 artykułów, opublikowanych w październikowym (2011) numerze czasopisma Międzynarodowego Stowarzyszenia na rzecz Ekonomiki w Energetyce (IAEE) – The Energy Journal – wykazuje ważność technologii użytkowania końcowego dla krótkoterminowego ograniczania zapotrzebowania na energię oraz emisji CO2. Autorzy wykorzystują hybrydowe modele 3E (Energia, Ekonomika, Ekologia) dla odwzorowania wpływu standardów efektywności użytkowania i podatku węglowego na emisje gazów cieplarnianych i zużycie energii. Wykazano, że polityki energetyczne muszą wykorzystywać wszelkie możliwości oddziaływania dla osiągnięcia głębokich redukcji emisji w sposób efektywny kosztowo.
