ABSTRACT
A short review of the literature on energy policy instruments is presented. The instruments commonly used in implementing energy policy are categorized. Radetzki’s views on political interventions in energy markets are presented together with the appropriate combinations of instruments and goals. Some scientific papers are described dealing with instruments efficiency in different countries and applications. Factors determining instruments efficiency are discussed. Instruments oriented towards energy users in residential sector are analyzed separately. Numerous studies have shown their low efficiency due to many paradoxes in relationships between society and energy industry.

Przedstawiono krótki przegląd literatury na temat instrumentów stosowanych przy realizacji polityki energetycznej. Podano ich klasyfikację oraz krytyczny przegląd Radetzkiego stosowanych narzędzi politycznych z uwzględnieniem ich przydatności do różnych celów oraz skuteczności. Opisano niektóre prace pooewięcone badaniu efektywności konkretnych narzędzi w konkretnych warunkach. Omówiono czynniki wpływające na skuteczność instrumentów. Osobno rozważono narzędzia skierowane do użytkowników energii w sektorze komunalnym, wykazując ich małą skuteczność wskutek istnienia szeregu paradoksów w stosunkach społeczeństwa z energetyką.
