Regulation in energy sector - practical and methodological dilemmas

ABSTRACT
Some problems have appeared during the successive developing of regulation activity and they will require the amendment of law or will be solved by Energy Regulatory Authority. There is a specific sequence of putting into effect Energy Law and in this connection there are new problems in relationship between the electricity market participants. This paper presented some examples of regulation dilemmas that are not ordered as regards the importance of regulation process and performing of energy sector.

W artykule przedstawiono niektóre przykłady dylematów metodycznych i praktycznych, które mają istotne znaczenie dla procesów regulacji i funkcjonowania sektora energetycznego. Zaliczyć do nich należy między innymi: zatwierdzenie taryf, zwalnianie wytwórców i przedsiębiorstw obrotu z obowiązku zatwierdzania taryf, weryfikacja kosztów uzasadnionych.
